Capital planning for councils: a checklist

  • The Capital Planning checklist is designed as a tool for councils to evaluate their capital planning processes.

    It forms part of our recent national report Building Blocks: Capital Planning in Councils in Wales.

    It helps identify areas for improvement based on our findings, practice guidance, and sector knowledge. 

    Structure
    • Theme: categorises different aspects of capital planning;
    • Issue: identifies specific issues from our report within each theme;
    • Question to consider: prompts for self-assessment regarding each issue; and
    • Self-Assessment: to evaluate your current practices
    Usage 

    Councils can use this checklist to systematically review their capital planning processes and identify opportunities for enhancement. By focusing on strategic alignment, clear objectives, outcome-focussed planning, asset condition awareness, and collaboration, councils can improve their capital project outcomes.
