Core Valley Lines

  • What we’re doing 

    We will be looking at whether the Core Valley Lines (CVL) rail improvement project is well placed to deliver its intended benefits in the context of cost increases and time delays. 

    Why we’re doing it 

    CVL is a major Welsh Government and Transport for Wales initiative to upgrade the rail lines from Treherbert, Merthyr Tydfil, Aberdare and Rhymney to Cardiff and Cardiff Bay into a modern, electrified network. The project aims to enhance the network to deliver faster, greener, and more frequent services. Costs have risen significantly, and the project has been delayed, which has already prompted scrutiny from committees in the Senedd and UK Parliament.

    Winter 2026/2027
