The Council has responded proactively to try and resolve a contentious local problem. The Council experienced various obstacles which meant that the pilot became operational at a later date and higher cost than expected. Following the delay, the Council has not carried out an evaluation so far. As a result, there is no certainty about the results or value for money of the arrangements to carry out the innovative Arosfan pilot.
