  • The Council is clear on its zero tolerance to fraud. Officer responsibilities to steer and deliver on counter fraud activities are clearly set out. All staff must complete fraud awareness training. However, there are gaps within current arrangements. These include the absence of a comprehensive fraud risk assessment and a counter fraud delivery plan. There are also opportunities for the Council to further strengthen its pre-employment checks, intelligence sharing and how detected fraud is publicised.
