  • This report also looks at the key issues shaping the Welsh Government’s current workforce, as well as its response to short-term pressures and priorities, and its longer-term initiative to develop a workforce strategy and better information systems.

    What did we find?

    The Welsh Government has faced significant operational workforce pressures and has sought to manage reduced staff numbers and contain staffing costs, whilst also continuing with its policy programmes and responding to national events. These pressures have at times made it difficult for some policy ambitions to be met.

    The Welsh Government has been managing these pressures without a formal strategic workforce plan. Our report outlines several recommendations to the Welsh Government around the development of a workforce strategy and strengthening workforce data.
