  • We examined:

    • Governance model and structures
    • Key functions and responsibilities within these structures
    • Governance culture
    • Infrastructure to support effective governance, and
    • Arrangements to monitor and evaluate the effectiveness of governance

The report is the first part of a two-stage review looking at the governance arrangements across Special Purpose Authorities in Wales. The second stage will look at governance of Fire and Rescue Authorities.

    What did we find?

We found that the governance model for National Park Authorities in Wales provides a clear framework to help discharge their functions, however, there are opportunities to strengthen their governance arrangements.

Our report also found that the limited accountability and inconsistencies in how elected members are nominated could undermine good governance.

We outline several recommendations to National Park Authorities and Welsh Government in our report.
