This report examines how the Welsh Government has managed the risks identified with the CELT2 wind turbine project, including whether conflicts of interest had been appropriately managed
The report concludes that:
- Whilst the turbine has been successfully installed and is operating, there were a number of weaknesses in the governance of the project, in particular the handling of actual and potential conflicts of interest.
- The Welsh Government placed too much reliance on the Energy Saving Trust’s own arrangements to manage the conflicts of interest risks identified in the CELT2 funding application. These arrangements were not sufficient to mitigate risk to an acceptable level; and
- The information provided to the Minister for agreement of the funding for CELT2 was incomplete and lacked sufficient balance.
