The Procurement and Management of Consultancy Services

This report examines whether the public bodies in Wales are procuring and managing consultancy services in a way that delivers good value for money. 

Overall, we concluded that, although public bodies in Wales have reduced their expenditure on consultants, they cannot demonstrate value for money in the planning, procurement and management of consultancy services. The achievement of value for money is hampered by the lack of a strategic approach, insuffi cient collaboration between public bodies and, in many cases, a failure to follow widely-accepted good practice in the procurement and management of consultants
