We examined whether the schools capital investment programme has been managed to best effect. The study fieldwork was completed during 2008-09.
Overall, we found that, although improvements have been made to the schools estate, there remains a long way to go before all schools in Wales will be fit for purpose. We concluded that the recent changes introduced by the Assembly Government, some in partnership with the Welsh Local Government Association (WLGA), have the
potential to remedy many of the weaknesses we found in the planning and management of capital expenditure.
